How these scrambles were made fair

A random shuffle can be technically valid and still be a weak puzzle. We reject any output that leaves the answer unchanged, merely reverses it, retains too many letters in their original positions, or fails its band’s moved-letter threshold. We also compare the sorted-letter signature of every target answer, so two answers in this pack cannot be anagrams of each other.

All 120 answer-scramble pairs passed an exact character-count check. The final set contains 120 unique answers, 120 unique scrambled strings, no clue that prints its own answer, and no unchanged or simple-reversal output. The smallest measured moved-letter share is 60%.

Why the clue matters: a string of letters can occasionally form more than one English word. The clue names one intended meaning, while the answer key confirms the target used to build the worksheet.
